Zenek Podolsky, a landlord, was accused of hiring a gang led by Morris Lender to force low and middle income tenants out of rent-controlled apartments. Lender used tactics including burglary, extortion, and coercion to force tenants out in order to help landlords achieve higher rents or to sell apartments as condiminiums or cooperatives.
