Mortimer Caplin Receives Gift from Colleagues

Caplin appears to be receiving a gift from coworkers, possibly a cage for a mouse, which appears in a card presented to Caplin by coworkers to mark his one-year anniversary as Commissioner. See Scrapbook #3, "Happy Anniversary" card.
