Virginia Law Weekly, December 11, 1969: "Seven representatives of the Law School's Legal Assistance Society met with Daniel P. Moynihan, the President's Special Assistant on Urban Affairs, at a White House news conference on November 20 and presented him with a petition in opposition to the Murphy Amendment. Named after its sponsor, Senator George L. Murphy of California, the amendment would give the governor of each state a veto over all or any part of the legal services program within his state and would be attached to the appropriations bill of the Office of Economic Opportunity (OEO). The Senate version of the amendment was passed on October 14." (L-R): OEO Director Donald Rumsfeld, Daniel P. Moynihan, Dean Paul E. Miller of Howard University Law School, Legal Assistance Society Projects Director Daniel D. Sullivan, and unidentified persons (presumably law students).
